Whenever I see T-shirts on sale tables I stop. Mandy is a great dance fashion designer. Here's one of her latest. It's the off of the shoulder tied-side model. 
Cut off neck and sleeves. Skeleton cut the sides and then tie them together.
She went for the "off-the-shoulder" with tank top under look with this one. It turned out cute! I don't know what to tell you about the socks, except to say that she's got an opposite matching pair somewhere in her drawers!
